GDPR-Compliant Newsletter Platforms (2026): EU-Hosted Options Compared
TL;DR
No tool makes your newsletter GDPR-compliant by itself; you still need consent, a privacy notice and a lawful setup. What a platform can give you is a Data Processing Agreement (DPA), a published sub-processor list, and a clear data location. If you want EU hosting: Brevo says its databases sit in the EU (OVH in France and Germany, Google Cloud in Belgium) and its Free plan stores up to 100,000 contacts with 300 sends per day. MailerLite says it is hosted in an EU data center with EU-based sub-processors, and its Free plan covers 250 subscribers. CleverReach (Germany/EU servers, free Lite plan for 250 recipients and 1,000 emails/month, business customers only) and rapidmail (servers in Germany, first send to up to 2,000 contacts free) are German options. Keila is open source, EU-hosted (Germany and France) and starts at €8/month. beehiiv offers a GDPR-covering DPA with Standard Contractual Clauses, but its listed sub-processors are almost all in the USA, so it suits creators who accept US processing in exchange for its growth and monetization tools.
How this article was made: This is a research-based comparison. Every data-location, DPA and plan detail below comes from the vendor's official website, help center or legal pages, checked on October 15, 2026. We have not tested these tools hands-on, and this is not legal advice. Vendors change hosting, sub-processors and plans, so confirm on their sites (and with a qualified adviser if you need certainty) before you commit.
If you write for readers in the EU or UK, "Is this tool GDPR-compliant?" is one of the first questions you hit. The honest answer is that no software can make you compliant on its own. You are the data controller. The newsletter platform is your processor. What you can compare is how much each vendor gives you: a clear Data Processing Agreement, a published sub-processor list, where the data actually lives, and tools for consent, unsubscribes and deletion.
This guide compares the options creators and small businesses actually look at: EU-based tools (Brevo, MailerLite, CleverReach, rapidmail, Keila, Maileon) and beehiiv, a US platform with a detailed DPA.
Quick picks
- EU-hosted with a large free contact allowance: Brevo (100,000 stored contacts, 300 sends/day on Free)
- EU-hosted, creator-friendly all-rounder: MailerLite (EU data center; Free up to 250 subscribers)
- German servers, free starter plan for businesses: CleverReach (Lite: 250 recipients, 1,000 emails/month)
- German servers, simple pay-as-you-send option: rapidmail (first send to up to 2,000 contacts free)
- Open source, EU-hosted, no tracking required: Keila (from €8/month, or self-host)
- Growth and monetization first, US processing accepted: beehiiv (DPA with SCCs; US sub-processors)
What "GDPR-compliant" means for a newsletter (in practice)
Based on what the vendors themselves document, these are the platform-side items worth checking:
- A Data Processing Agreement (DPA). GDPR Article 28 requires a controller–processor contract. Some vendors build it into their terms (Brevo, MailerLite, beehiiv). Others let you sign it in your account (CleverReach, rapidmail).
- Data location. Where subscriber data is stored and processed. EU hosting avoids the need for a transfer mechanism for the core database. It does not remove every non-EU sub-processor.
- Sub-processors. The list of third parties that touch your subscribers' data (hosting, sending infrastructure, CDN, support tools) and where they sit.
- Transfer safeguards. If data leaves the EU/EEA, the DPA should name a mechanism such as the EU Standard Contractual Clauses (SCCs) or the EU–US Data Privacy Framework.
- Built-in consent tools. Double opt-in, consent checkboxes, unsubscribe links in every email, and export and deletion for access and erasure requests.
Your side of the job does not change with the tool. You still need a lawful basis (usually consent), a privacy notice at signup, and a process for requests. rapidmail's GDPR page, for example, lists double opt-in, a privacy-policy link at signup, a DPA with your provider and a working unsubscribe link among its key steps (rapidmail). Brevo's GDPR page also says it "should not be considered as legal advice" and recommends talking to counsel (Brevo GDPR).

1. Brevo: EU-hosted with the biggest free contact allowance
Brevo (formerly Sendinblue) is a French email and multichannel marketing platform. Its help center says the servers that store and process its databases are all located within the European Union: OVH as the primary host in France and Germany, plus Google Cloud in Belgium. Brevo says data is copied at least three times across at least two locations (Brevo data storage).
- DPA: Appendix 3 of Brevo's Terms of Service. The sub-processor table there lists OVH (France) and Google Cloud (servers in Belgium) for hosting. It also lists some non-EU-based providers, such as Cloudflare (USA/EU, with the EU–US Data Privacy Framework and SCCs) and Zendesk. Several others apply only if you use optional features such as SMS or AI.
- Free plan: stores up to 100,000 contacts, but you can send only 300 emails per day across campaigns and transactional email. A campaign to more than 300 people has to be requeued over several days (Brevo Free plan limits).
- Choose Brevo if EU hosting matters and you also want transactional email, SMS or CRM features in one EU vendor.
- Watch out: 300 sends a day is fine for a small list. Once you pass a few hundred readers, you will need a paid plan to send each issue on one day. Brevo is a marketing suite, not a publication platform with a website, ad network or paid subscriptions.
- We don't have an approved Brevo affiliate link, so this button goes to Brevo's site directly.
2. MailerLite: EU data center, friendly for creators
MailerLite's GDPR page says its services are hosted in a certified data center located in the European Union (ISO 27001). Its DPA is now part of the Terms of Use, so you accept it when you sign up and no separate signature is needed. It lists sub-processors in Annex 3 of the DPA and says "all of our sub-processors are based in the EU." It also offers tools for portability, access and erasure requests.
- Free plan: up to 250 subscribers and 2,500 emails per month, with 3 automations, after the June 2026 update (MailerLite free plan).
- Choose MailerLite if you want EU hosting plus creator features like landing pages, a simple website, automations and digital products, with English-first support.
- Watch out: the free tier is small. Paid plans start at $12/month (Comfort), priced by subscriber tier. See our MailerLite review for plan details.
- Our MailerLite affiliate application is still pending, so this is a direct link.
3. CleverReach: German servers and a free Lite plan (for businesses)
CleverReach is based in Rastede, Germany. Its GDPR page says its servers are exclusively located in Germany and the EU in ISO/IEC 27001-certified data centers. Customers can conclude the data processing contract online in their account. Double opt-in is the default for signup forms and is logged automatically, and every newsletter gets an unsubscribe link automatically.
- Free plan: Lite costs €0/month with up to 1,000 emails to up to 250 recipients, one automation workflow and basic reporting. Basic starts at €15/month and Pro at €18/month, both with unlimited emails, priced by recipients (CleverReach pricing).
- Choose CleverReach if you run a business newsletter and want German/EU hosting with GDPR defaults switched on.
- Watch out: the pricing page says offers are intended exclusively for entrepreneurs (business customers under §14 BGB). Hobby writers without a business may not be the target customer. Prices exclude VAT.
4. rapidmail: servers in Germany, pay per send or monthly
rapidmail's GDPR page says all data is stored on servers in Germany in an ISO 27001-certified data center, with daily encrypted backups also kept in Germany. You can conclude the data processing agreement online in your account (its help center notes this is possible only after your account is activated). rapidmail works with an external data-protection partner, Keyed GmbH, and provides a privacy-policy template.
- Pricing model: monthly packages priced by recipients, or pay-as-you-go, where you pay only when you send. rapidmail says your first newsletter send to up to 2,000 contacts is free (rapidmail).
- Choose rapidmail if you send infrequently, want German hosting and like the idea of paying per send.
- Watch out: there is no ongoing free plan. Its integrations focus on shop systems (Shopware, WooCommerce) rather than creator monetization.
5. Keila: open source, EU-hosted, privacy-first
Keila describes itself as a 100% open-source newsletter tool made in Germany. It runs its managed Keila Cloud entirely on European infrastructure in Germany and France. You can turn off open and click tracking entirely, use double opt-in and captcha-protected forms, and self-host with the official Docker image if you want full control of the data.
- Pricing: there is no free plan. Keila Cloud starts at €8/month for 2,000 emails per month with unlimited contacts, and higher tiers scale by monthly email volume (Keila pricing). Self-hosting is free software, but you run the server and handle sending.
- DPA: Keila offers a downloadable Cloud DPA in English and German. You fill it in, sign it and email it, and Keila returns a countersigned copy (Keila GDPR & DPA).
- Choose Keila if you value open source and tracking-free newsletters, or you write about privacy and want your stack to match.
- Watch out: it is a lean tool. Don't expect a website builder, paid subscriptions or a recommendation network.
6. Maileon: enterprise-grade, German data centers
Maileon (by XQueue GmbH) says all customer and personal data is processed only on hardware in certified data centers inside the EU, mainly Germany: Frankfurt locations and Hetzner in Nuremberg/Gunzenhausen. All data centers are at least ISO 27001 certified, according to its information security FAQ. Its security measures become binding when you sign its data processing contract.
- Pricing: Maileon's pricing page offers a free 30-day trial and a quote request form rather than a public free plan.
- Choose Maileon if you are a larger organization that needs EU data residency and is happy to get a custom quote.
- Watch out: it is not positioned as a free or low-cost creator tool. Most solo newsletter writers will find Brevo, MailerLite or CleverReach a better fit.
7. beehiiv: strong DPA, but US processing
beehiiv is a US company (New York). It is not EU-hosted, but it does publish a detailed Customer Data Protection Addendum (last modified July 16, 2026). Its terms say the DPA is incorporated into the Terms of Use when beehiiv processes your readers' data on your behalf. Key points from the DPA:
- It covers the GDPR, UK GDPR and the Swiss FADP (plus US state privacy laws). You are the controller and beehiiv is the processor for your subscriber data.
- For transfers out of the EEA, it incorporates the EU Standard Contractual Clauses (Module 2), with Irish law and courts chosen, plus the UK addendum.
- It commits to notify you of a confirmed personal data breach within 72 hours, and to delete personal data within 30 days after termination.
- Its sub-processor list is almost entirely US-based: for example Amazon (cloud hosting), SendGrid (email sending), Cloudflare and Stripe. Tiptap in Berlin is the one German entry.
- Ad Network caveat: if you join beehiiv's Ad Network or buy its data offerings, the DPA treats beehiiv as an independent controller for "subscriber profile data". That covers behavior tracking across beehiiv publications and enrichment with third-party data, relying on legitimate interests or consent where required.
On the product side, beehiiv's pricing page lists a Free plan for up to 2,500 subscribers with unlimited email sends. It includes a website and podcast, and data exports are available on every plan.
- Choose beehiiv if you are a creator who wants a publication platform with growth and monetization tools, and you are comfortable with US processing under SCCs. Many creators with mixed US/EU audiences take this route.
- Watch out: if your readers, clients or employer require EU-only data residency, beehiiv does not offer that, based on its published sub-processors. Pick one of the EU-hosted tools above instead.

Which should you pick?
- You need EU-only hosting and a free start with room to grow your list: Brevo. Expect to upgrade once 300 sends a day becomes a bottleneck.
- You're a creator in the EU who wants EU hosting plus landing pages, a site and automations: MailerLite.
- You run a German or EU business newsletter and want GDPR defaults out of the box: CleverReach (free Lite to start) or rapidmail (pay per send).
- You care about open source and tracking-free sending: Keila, or self-host it.
- You're an enterprise with formal data-residency requirements: talk to Maileon.
- You want the strongest creator growth and monetization stack and US processing is acceptable: beehiiv, with its DPA and SCCs.
Whatever you choose, the steps on your side are the same. Use double opt-in or clear consent at signup, link your privacy policy, keep the unsubscribe link in every email, delete people who ask, and keep a copy of the DPA you accepted.

FAQ
What makes a newsletter platform GDPR-compliant?
No platform can make you compliant on its own. You, the sender, are the data controller and need a lawful basis (usually consent), a privacy notice and working unsubscribe and deletion. The platform acts as your processor and should offer a Data Processing Agreement (GDPR Article 28), a sub-processor list, security measures and, if data leaves the EU, a transfer mechanism such as Standard Contractual Clauses. This is not legal advice.
Which newsletter platforms host data in the EU?
Per their official pages checked October 15, 2026: Brevo (OVH in France and Germany, Google Cloud in Belgium), MailerLite (EU data center, EU-based sub-processors), CleverReach (servers in Germany and the EU), rapidmail (servers in Germany), Keila Cloud (Germany and France) and Maileon (certified data centers in the EU, mainly Germany).
Is beehiiv GDPR compliant?
beehiiv publishes a Data Protection Addendum that covers the GDPR, UK GDPR and Swiss FADP, makes beehiiv your processor, and incorporates EU Standard Contractual Clauses for transfers to the US. Its published sub-processor list is almost entirely US-based (for example Amazon, SendGrid and Cloudflare). If you join beehiiv's Ad Network, the DPA treats beehiiv as an independent controller for subscriber profile data. Whether that fits your obligations is a decision for you or your adviser.
Which GDPR-friendly newsletter platform has the best free plan?
Brevo's Free plan stores up to 100,000 contacts but sends only 300 emails per day. CleverReach Lite covers 250 recipients and 1,000 emails per month. MailerLite Free covers 250 subscribers and 2,500 emails per month. Keila has no free plan. rapidmail lets your first send to up to 2,000 contacts go out free.
Do I need to sign a DPA with my newsletter tool?
GDPR Article 28 requires a contract between controller and processor. Brevo, MailerLite and beehiiv build their DPA into their terms of service, so you accept it when you sign up. CleverReach and rapidmail let you conclude it online inside your account. Check the current terms before you start importing subscribers.
